As a result the committee could not take a decision on the case and the following is required:

A corrected and revised HIA is required.
A full history of the site must be provided.
The Public Consultation report must be provided. 
This must include the history of the graves that were identified and the consultation with descendants.
The positions of the identified graves must be plotted on the site plan and the recommended buffer around them defined.
