The following mitigation is necessary:1) For Greenfields NGF2: the developer must submit a final layout plan of the site indicating exactly where the Eskom tower will be, even if Mr. Van Schalkwyk suggested a position in his HIA, a 100m away from the burial ground.2) For Greenfield 1A: the developer must submit proof of public participation with members of the Shembe Church taken into consideration, that even if the tower was placed a 100m away from the Shembe Church, it will still have a visual impact by the members of the Church when they are travelling to the site and using the site. Perhaps they would need the tower to be further away, to respect the religious integrity of the church services.
