Interim Comment
The SAHRA Development Applications Unit (DAU) notes the submission of the Draft EMPr and recommendations regarding heritage, archaeological and palaeontological chance finds protocols on page 35 of the report to be implemented during construction and recommends in final EMPr that these are included in all phases.
Further, SAHRA DAU notes the submission of the associated reports and documents and requests a revised HIA assessment be provided to include and/ or indicate the following:

Revised site locality maps: Kindly assist with a revision of the provided maps (from page 64 of the submitted HIA), all maps should be revised to specify the location of the identified heritage resources. It is unclear of the location of the graves in respect of the surveyed area. The revised maps to be similar to those on the BAR (pg 23) that also contains the location of the heritage resources so the impact of the larger construction area maybe evaluated adequately.
A revision of the mitigation recommendations of a 10m buffer around the graves outside of development to be extended to at least 30m.
The HIA to be revised to consider impacts from potential blasting. The HIA does not adequately make provision for considerations regarding of the potential blast radius/ or safety radius as shown in the the submitted BAR. Should stored explosives were to detonate, heritage resources are at risk to be adversely impacted on and /or may be damaged due to blasting activities. 

Further Comments will be issued upon receipt of the Final EMP, BAR and the draft Scoping report as well as the Draft Environmental Impact Assessment Report along with its appendices must be submitted to SAHRA before further comments can be issued.Should you have any further queries, please contact the designated official using the case number quoted above in the case header of the heritage studies along with the recommendations provided therein.
