Statement of Significance

This imposing building, which is reminiscent of a Rhineland Castle, was designed in 1897 by H S Greaves of the Public Works Department of the Cape Colonial Government. It was erected by J Kohler & Sons. Although only fully completed in 1902, the building was opened to the public on 25 June 1900. With its prominent tower of 136 feet, it forms an integral part of the architectural environment around Market Square, which is the most significant open space in Port Elizabeth's City Centre.
