The Old Legislative Assembly building was erected to house the Legislative Assembly when Natal was granted representative government. The foundation stone was laid on 21 June 1887, by the Governor, Sir A. E. Havelock, K.C.M.G. The Old Legislative Council building was built to house the Legislative Council after Natal had been grated responsible government on 1 May 1893. The foundation stone was laid on 12 September 1898, by His Excellency the Hon. Sir Walter Hely Hutchinson, G.C.M.G.
