Case Decision
  1. The Heritage Officers' Committee members conducted a site visit to the KwaZulu-Natal Museum on 15 January 2024.
  2. The purpose of the visit was to view and evaluate the MSA tools proposed for export.
  3. The committee was however informed by Dr. Whitelaw, the Curator of Human Science who accessioned Jojosi 5 and 6 materials, that the applicant has not indicated to the museum specific MSA tools proposed for export.
  4. Furthermore, the committee was written to by Dr. Whitelaw demonstrating confidence in the assertion made by the applicant concerning the location in which the archaeological material proposed for export and analysis were collected. 
  5. Thus, the committee resolved to approve the proposed archaeological analysis of the materials on 17 January 2024.
  6. This letter may be used as an additional document for an application for export to SAHRA, although a permit for analysis from the Institute will only be issued once the following have been satisfied.
  7. The applicant is required to confirm with the KwaZulu-Natal Museum the specific material proposed for export and analysis who will then draft a Loan Agreement with the applicant detailing the nature of materials and accession numbers as accessioned by the Museum.
  8. Such a Loan Agreement Form must be loaded to the SAHRIS case file.
  9. Furthermore, the applicant is advised that custom fees and SAHRA application fees, for instance, constitute the cost of work associated with the proposed analysis of the materials.
  10. Therefore, the applicant must recalculate the financial implications associated with the analysis of the materials because it cannot be R0.00 given the example made in paragraph 9.
  11. Lastly, the applicant is advised to create heritage objects on SAHRIS and link them to the case file in which this letter is issued. It is the responsibility of the applicant to create heritage objects and the National Inventory Unit will assist where necessary. 
  12. Once these have been satisfied, the applicant will receive a permit for the analysis; kindly be advised that an export permit may be obtained from the Institute when heritage resources are proposed to be exported to another province within the country while SAHRA issues permits for international exports.
  13. Failure to comply with the requirements of the National Heritage Resources Act and the KwaZulu-Natal Amafa and Research Institute Act would mean that no authorization will be given.
