    Proposal Description
The Applicant is a South African company that produces laundry, household and personal care products. In 2009, the Environmental Authorisation (EA) was granted for the existing Sulphonation Plant (GAUT 002/07-08/NO258) to be part of the production of the above-mentioned products. Due to the expansion of the Applicants-business, there is a need to build a second Sulphonation Plant to keep up with the demand of the product. In terms of the National Environmental Management Air Quality Act (Act No. 39 of 2004) (NEM:AQA), any process that includes the manufacture or use of Sulphur Trioxide (SO3) requires an Atmospheric Emissions License (AEL). Such activity, in terms of NEMA and NEM:AQA, requires an EIA to be conducted to determine the impact of the activity on the surrounding environment including the air quality.
