Proposal Description
Site reference 2/0/BEH/6 is erroneous, but the system accepted only selected items. The SAHRIS case ID for the project is 22299.
This case refers to non-compliance/heritage crime that occurred at the Impofu East Wind Farm, Impofu Cluster development, near Oyster Bay, EC. On 13 February 2025 I was contacted by Sikhumbuzo Mahlangu, EIMS, project ECO, and informed that development had proceeded at turbine localities without requisite archaeological monitoring (in accordance with an EIMS-ArchaeoMaps sub-consultancy agreement). A site inspection was conducted on 20 February at 7/11 turbine localities where development had proceeded, namely at turbine localities WTG-27 to WTG-33. At the time of the site inspection turbine foundations had been excavated and deposit that contained archaeological material had been carted away. Scant remnants on site indicated a mainly ESA-MSA transition deposit, although a few LSA artefacts were found. The ESA-MSA transition deposit was the objective of the monitoring with reference also to a nearby conserved quarry proxy site, Site IE8. The site inspection results were reported to EIMS in writing on 26 March.
The Impofu East Wind Farm is a Section 38(8) case.
The developers are Red Cap Energy and Enel Green Energy. The construction consultant is Power Construction.
I will report to ECPHRA no later than 3 May on if I will be managing the heritage crime case on behalf of EIMS/the project team, or if they (EIMS/the project, or their representative/s) will be managing it directly.
