The SAHRA Development Applications Unit (DAU) is making the following comments in terms of section 38(8) of the National Heritage Resources Act as contemplated by the EIA process in terms of section 24(4)b(ii) of NEMA:

  • The SAHRA DAU notes that the submitted HIA is for all the Barberton Mines.
  • The report does not specify the exact state of heritage resources, existence nor lack thereof within the Royal Sheba Adit.
  • The developer is therefore requested to submit an HIA that solely speaks to the proposed development footprint of the refurbishment of the Royal Sheba Adit.
  • A separate application for Barberton Mine's Integrated Heritage Resources Management Plan (IHMP) can be made, however, for this single and specific proposed development area, a specific HIA study is required as other areas included in the current HIAs have been applied for separately. 
  • The IHMP must also include the Barbeton Mkhonjwa Mountains, a World Heritage Site, as it is close to the Barberton Mines.
  • Lastly, the applicant is required to revise the KML file and correctly map the proposed development footprint.
